Proposed Down Farm Lane Modal Filter Scheme

Traffic along Down Farm Lane has been steadily increasing, even more so with the roadworks relating to the M3 junction 9 improvement project and the A34. Furthermore, the lane is too narrow in a number of places with no possibility of widening it. It is therefore fair to say that the lane is unsuitable for the high volume of traffic it is currently subjected to.

Local residents have, on a number of occasions, requested HWPC to consider how the speed and quantity of traffic using the road may be reduced. Indeed, in 2022 HWPC set up a Working Group of local residents and councillors who, together, have not only considered how this problem could actually be resolved but have also provided ways forward that could be proposed to HCC. As a result of working with the HWPC, the County Council was prepared to develop the idea of a modal filter that would effectively close the road to through traffic with the exception of walkers, cyclists and horses.

The attached map demonstrates the proposed position of the modal filter. Vehicles would only to able to go as far as the turning to the A34 underpass. To access the Headbourne Worthy village from the Three Maids roundabout, vehicles, would need to travel via Welhouse Lane. The Andover Road/Wellhouse Lane junction, agreed by HCC and due to be installed by CALA, will make this intersection much smoother and safer than it currently is.
