Commitees and Working Groups

The Council may agree to form a Committee in order to delegate the decision making for certain areas of the Council's responsibility. The remit of each Committee will be agreed by the full Council and will be set out in the Terms of Reference for each Committee.

Delegating decisions to Committees is a useful way for Councils to focus meeting content and to reduce the meeting lengths.

Working Groups (WG) are different because a WG can only recommend a course of action to the Council or Committee. The decision needs to be taken by the full Council or Committee.

Since Committee meetings have the authority to make decisions, they need to be held in public, be properly minuted and the Agenda posted at least 3 clear days before each meeting.

WG meetings need not be held in public but the Chair of the Working Group will be expected to provide an update to the Council at the next meeting following the Working Group Meeting.

The Council's Terms of Reference (ToR) for Working Groups is published below and the specific terms of reference for individual Committees and WGs is available on their webpage.
